I just use Photoshop and export my favicons in .png format! It works exactly the same as a real icon file, but it's in our favorite image format, PNG! I haven't been able to find a program to edit .ico files since Windows 3.1 was popular. For me it looks like Joomla's favicon because it was difficult to find 'g' in the favicon but it is much much better than they have already.
